Which pathways are closing?
The temporary public policy introduced two permanent residence pathways for eligible Hong Kong residents living in Canada:
Stream A: For eligible applicants with recent Canadian post-secondary education
Stream B: For eligible applicants with qualifying Canadian work experience
Both streams close to new applications after August 31, 2026.

What happens to applications already submitted?
IRCC will continue processing applications received on or before August 31, 2026.
Applicants should:

Maintain valid temporary resident status in Canada
Report required changes in circumstances through the appropriate IRCC process
Submitting an application does not guarantee approval. Applicants must still satisfy the applicable eligibility, admissibility and documentation requirements.
The related open work permit measure is not closing
The permanent residence intake closure should not be confused with the separate open work permit measure available to certain Hong Kong pathway applicants.
IRCC states that eligible applicants to the Hong Kong permanent residence pathways may apply for an open work permit while their permanent residence application is being processed. That measure took effect on May 27, 2024, and remains in place until May 2029.
Eligibility is not automatic. Applicants should review the current public-policy requirements before applying and should not assume that every Hong Kong resident in Canada qualifies.
What if the permanent residence deadline was missed?
A person who did not submit an application by the deadline cannot rely on these temporary Hong Kong permanent residence streams remaining available.
However, missing this deadline does not necessarily mean that no other Canadian immigration option exists. Depending on the person’s circumstances, other possibilities may include:
Express Entry
A provincial or territorial nominee program
Family sponsorship
An employer-connected immigration pathway
Another federal or regional economic program
Temporary-status options, where eligible
These programs have separate criteria. Education or work experience that supported potential eligibility under the Hong Kong public policy does not automatically establish eligibility under another immigration program.
An individualized assessment should be completed by an authorized Canadian immigration professional before making decisions about status, employment or permanent residence.

Employers supporting Hong Kong nationals should distinguish between:
A permanent residence application submitted before the deadline
The employee’s current temporary resident status
Current authorization to work in Canada
Potential eligibility for the separate open work permit measure
The expiry date and conditions shown on the employee’s work permit
A pending permanent residence application does not, by itself, authorize someone to continue working after their existing work authorization expires.
Employers should continue completing normal work-authorization checks and should not treat the public policy as automatic proof of continuing eligibility to work.
