Could Manitoba’s New Wage Subsidy Help Protect Apprenticeship Pathways?

What happens to an apprenticeship when the employer providing the workplace hours is disrupted?

Manitoba has announced $13.7 million for a new Tariff Workforce Stabilization and Youth Employment Program. It will provide temporary wage-subsidy support to tariff-affected employers that are not already covered by other federal or provincial programs.



The apprenticeship implications could be significant.

When employers reduce hours, postpone hiring or lay off workers, apprentices may lose more than income. They can also lose supervised workplace experience required to progress toward certification.


Could the new wage subsidy help employers:

• retain existing apprentices during reduced production;• protect apprenticeship hours and training progression;• preserve journeyperson supervision and mentorship; or• create entry opportunities for young workers?

Those outcomes are possible—but they are not yet confirmed.


Manitoba has not released the subsidy amount, application date, worker eligibility rules or details explaining how the program will interact with existing apprenticeship incentives.

• registered-apprentice eligibility;• existing workers versus new hires;• eligible youth ages;• recognition of subsidized apprenticeship hours;• funding-stacking restrictions; and• employer application requirements.
