Is Canada’s Caregiver Program Closed in 2025? Here’s What’s Actually Happening.
If you’ve heard that Canada’s caregiver programs have “shut down,” take a breath — that’s not quite accurate.
What’s happening in 2025 is a temporary pause on new caregiver applications because annual intake limits have already been reached.
Applications submitted earlier are still being processed, and the programs themselves have not been cancelled. This update explains what’s paused, what’s still moving, and what caregivers and families should be doing right now — without speculation or false promises.
📌 Important Update on Canada’s Caregiver Programs
The old caregiver pilots (Home Child Care Provider Pilot and Home Support Worker Pilot) were time‑limited programs created to test a specific pathway for caregivers to get permanent residence.
They reached the end of their planned lifespan and officially closed in 2024, which means no new applications can be submitted under those exact pilot names or rules anymore.
In their place, the government introduced new Home Care Worker Immigration Pilots, which are similar in spirit but operate under much stricter caps on how many applications can be accepted each year.
Once those annual limits are reached, the system stops taking new applications for that year (or intake window), even though the program itself still exists.
So, when people say the “old caregiver programs are closed,” they are referring to the previous pilots that ended in 2024, and when they talk about “new caregiver pilots with caps,” they mean the current Home Care Worker Immigration Pilots that only accept a fixed number of applications before pausing intake again
